Within 12 days of declaring their independence and having freed themselves from slavery, the Haitians established a "Law of the Return," promising instant citizenship for any enslaved person who would set foot on Haitian soil. The Haitian government promised -- in the English language no less -- the equivalent of $700 dollars to ship captains that would veered away from the U.S. coastline, and come to Haiti instead.
To the horror of Dominican elites, Haiti abolished slavery in the Dominican Republic in 1922.
